I tried writing using cdburnerxp using overburn feature, unfortunately it failed. PLS HELP

Either use a blank DVD or disable a few plugins that you may not need.

This CD is for a PC which does not detect Boot DVDs during startup. Hence the need of it to write it on a CD

From the plugins, I removed Opera and 3 commercial plugins and built the ISO again. Again its size turned out to be 706mb. Is there anyway to reduce the ISO Size ?

If you just need the antivirus and antispyware stuff, try removing Firefox, Opera, networking tools, Kaspersky AV removal tool, and Vipre Rescue. Rebuild your project. I keep the disk tools and AV/AS stuff minus the above.

When I build, I will update ALL plugins then enable/disable as needed depending on whether I am building a DVD or CD. I rename the default ISO as appropriate.

Right, the key here is to DISABLE items. Opera is disabled by default so it would have NO affect on the size of your ISO. Disable a few enabled tools you do not think you need and build again.
