If this has been previously posted I'm sorry as I didn't see anything.

My MD5 check verifies I have a good download using the hash on the download page.

When running the install here is what I experienced:
    1. complained of folder not being empty. I moved the few files that do not conflict and clicked next. Folder was empty at this point.
    2. Came up and asked me if I want to run the checksum to verify a good install. I said yes.
    3. Then it asked me for the location of UBCD4WinBuilder.exe. It opened to the install folder.
    4. NO EXE files existed so I clicked cancel on the open dialog.
    5. Checksum started to run
    6. I opened win expl. and looked for the builder exe and it didn't exist.
    7. I continued to refresh as the install (checksum) took place no builder exe.
    8. At the end it said that it seems I have a complete install.
    9. I clicked ok and popped up the window to start the builder.
    10. I said Ok it opened and I went back to win expl and the file now existed.

Now I can't believe no one else has mentioned this so maybe I'm just crazy.

      Are you sure?

The title of the "Browse" dialog should read:

Where is the original UBCD4Win*.exe file that you downloaded located?

Yea, it was asking you for the original downloaded file, NOT the builder file. The builder file is only extracted once everything else checks out OK. It worked fine for me. :)
