Is there a free live CD that gives the internet and java?

You will not find a ready to download live-cd here.
What you will find is a project UBCD4Win, with which you can create a Windows based live-cd.
The project contain numerous programs, included a few browsers but not Java. You will have to add that yourself.
This project is formost intended to be used as a rescue environment for trouble shooting computers.
If you put some effort into it you can add Java, use this (one of several) plugin:
If you need a development environment for Java several live Linux distros exist with Java included that you can download.
Pollix for instance.
Old versions, 2004, of Pollix

yes I'm very serious about this thank you for your help already. I'm confused about the plugin. said i needed BartPE. Is that already on my boot cd. Please understand im working stricktly from this CD. Is there a site i can get some detailed walk through instructions? Thanks

UBCD4Win IS a BartPE based boot CD... you don't need to install BartPE, its already part of the project.
What you need to do is add the plugin to the [UBCD4Win]\plugin folder and follow the rest of the instructions given for that plugin... If you need help building UBCD4Win... start with the How to build pages here http://www.ubcd4win.com/howto.htm

Of course it worked, just tested it, and it works fine...

unzip and you will now have two files:
j2re.inf
j2re_nu2menu.xml
for it to work you will now have to copy some folder and files from your system.
Open up j2re.inf and you can figure out which files and folders

you need to have a WINDOWS XP latest (ie with SP2) else (need to slip stream....long story)

Download the project files: ubcd4win v3.06 from one of the mirrors:
http://www.ubcd4win.com/downloads.htm
follow the how-to-build pages to the T, do not skip any steps.
Once you have done all that, you will have a better understanding of what we are talking about here.

OK, assuming you have done all the steps I was talking about and you are ready to build??

To add a new plugin using the "Add" button the files have to be in the .cab format.
If you have the forementioned java plugin folder containing all the files, just drop it into the "plugin" folder and enable it
then you can build your .iso
