Prepare to build as you normally would, but boot to an older, working version of UBCD4Win and run pebuilder from the pe environment.
There are many advantages:
1) no conflict with a/v, firewall, or other installed system software
2) full access to all files -- no issues with admin access to system files
This will be useful for users that have a functioning pe disk, but may be having problems building the latest.
