I have tried downloading from several places but none of them contain the UBCD4WinBuilder.exe.

Did you try double-clicking on the file you downloaded?

As pcuser said, don't extract the downloaded file with WinRAR or something, actually double-click it to run it and follow the installation steps.

Yup, sure did! It installs but there is no ubcd4win.exe file in the extraction.

Reboot into safe mode and extract/install then see if UBCD4WinBuilder.exe exists.

Shouldn't there be error messages also?? If hashcheck isn't releasing UBCD4WinBuilder.exe it because there are some problems. It will tell you what is the matter and it should create a log file.

i had the same problem and i became error messages that hashcheck.exe and keyfinder.exe could't be found.
the reason was my antivirus system nod32. after deactivating it and installing ubcd4win new everthing was fine.

It is the Antivirus Software.
My Panda 2007 removed silently the avast-scanner, this prevented the installation to complate properly.
