after 2 days of frustation and searching aimlessly. i finally have the solution on this mtee problem.
bottom line is..

you should not have installed cygwin and if you have it. you should remove it on the path temporarily.
cygwin is not needed nor it was a requirement, it will only create a mess up due to conflicts.

checking on the faulty software, mkisofs.exe having problem on mtee. it was correct that it cannot understand mtee but we are looking at the wrong problem.

that is the update for the mkisofs.exe wrapper.
mkisofs.exe on its own needs the cygwin1.dll to operate, something that was missing on the distro on the main folder. it was only existing on the plugins and not visible to the main mkisofs.exe if you dont include those plugins (auto builds).

the easy solution is to copy that cygwin1.dll to the main folder and the shortcut is to download this file http://smithii.com/f...ools-latest.zip and copy that contents to the main ditribution folder of UBCD4win and if ask to overwrite, click yes. this will add up all the needed or missing files, this was not tested however having the 3 autobuild plugin enabled.

mkisofs.exe is not really a software after all but a wrapper to unix files and it was the one that builds the ISO.

If you have cygwin installed or use another cygwin application, follow cygwin recommendations:
update all existing cygwin1.dll at hard disk.

Cygwin1.dll is required, if you like correct timestamps.

Actually there is a fake wrapper used. A fake mkisofs calls autobuild.cmd.
This batch works fine at a default windows installation.
Autobuild.cmd fails at strange local configured windows or at a overly strong protection software.
Mkisosfs itself works fine.

This is not a update. That's anotehr cdrtools version distributed by smithii.

That's not a true solution. That's a half broken work arround.
You disable the autobuild environment. E.g. menu is not sorted anymore.

This soltution is not recommended. You may use this at own risk.

Often a protection software deletes mtee or prohibit mtee run.
The broken part is the protection software.
